In an attempt to foster foreign language learning, leadership skills and global understanding among American deaf college students and within the Mexico Deaf community, a partnership has been established between Gallaudet and two colleges in Mexico City: La Salle University and Centro Universitario México as well as with the Deaf Federation in Mexico City and the Guadalajara Deaf Association.

Building upon the success of the FIPSE (Funds for the Improvement of Post-Secondary Education) funded Costa Rica Program, and with supplemental funds provided by the US. Department of Education, we launched the Mexico City site in 2000 and we added the Guadalajara site in 2004. In 2002 we sponsored the participation of a Deaf Mexican in Gallaudet's Deaf cultural festival, Deaf Way II.
